Precision is gone, and off-hand Rage is back at half
The Oct 2 server hotfix deleted Fury's Precision talent and gave Dual Wield Specialization half of its off-hand Rage back. Blizzard's Oct 1 and Oct 2 Warrior notes mention neither.

Precision is gone
Precision was a 3-rank Fury talent in row 5: +1/2/3% chance to hit with melee and ranged attacks. Blizzard’s Sep 30 deep dive introduced it. The Oct 2 hotfix deletes its place in the Fury tree, so you can’t take it anymore. Game files · build 70245
That’s 3% hit a Fury Warrior can no longer get from talents.
Furious Precision, new in the same hotfix, gives 4/7/10% hit, but only to off-hand attacks and only with an off-hand weapon equipped. A two-hander Warrior has no talent hit left at all. Game files · build 70245
Off-hand Rage is back, at half strength
Blizzard’s Oct 1 notes say
Dual Wield Specialization “no longer provides a 20/40/60/80/100% increase to your Off-Hand weapon’s Rage generation”, and build 70170 removed it. Blizzard · Oct 1
The Oct 2 hotfix puts it back:

Off-hand Rage at 5/5
none (build 70170)now +50% - The early beta builds gave +100% at 5/5. Classic’s version had no Rage part at all, only off-hand damage.
- The off-hand damage part stays at 5/10/15/20/25%.
- The off-hand hit chance it gave in build 70170 moved to Furious Precision, which the Oct 2 post does list.
So a 5/5 Dual Wield Specialization now reads: “Increases the damage done by your off-hand weapon by 5/10/15/20/25% and the Rage generated by your off-hand attacks by 10/20/30/40/50%.”
The swap that was announced
The Sep 30 deep dive still puts Bastion in row 5 and Focused Rage in row 6 of Protection. Blizzard’s Sep 24 notes had already announced the swap, and the Oct 2 hotfix carries it out, so in game Focused Rage sits in row 5 and Bastion in row 6. Blizzard · Sep 24
