Where the XP comes from
Dungeon quests
Forever moved dungeon XP from the mobs to the quests. Blizzard wants every dungeon's quests done at least once, and says running the same dungeon over and over "is not the most efficient thing to do".Blizzard · Sep 24

Rested XP
How fast rested XP builds in an inn or a capital is decided on Blizzard's servers, and none of the notes we track change it. Forever adds two ways to get more:
- Well Rested (Legacy perk, Adventure tree): Your rested experience accumulates 4/8/12/16/20% faster and your rested experience cap is increased by 4/8/12/16/20%.
- Camp Tent (Leatherworking camp feature): tops your rested XP up to 5% of a level for anyone sitting near it, and does nothing if you already have more. Once an hour, on the cooldown every camp feature shares.
Kill XP and talents
The Oct 8 build raised the XP from creatures killed in dungeons by about 20%, which Blizzard's podcast had promised that morning in answer to feedback on dungeon leveling after the Oct 1 cut.Blizzard · Oct 8 Blizzard · Oct 8 The same build fixed a bug that cut a whole party's kill XP by its highest-level member, so only your own level counts again, as in Classic Era. - Talented (Legacy perk): You gain talent points every level starting at level 9/8/7/6/5 instead of starting at level 10, but you still may not have more than 51 total talent points. Plan it.
What creators measured, checked
From beta videos by bigger WoW creators. Each line sums up what the creator said at that moment of the video, and the badge says how it holds up against the game files and Blizzard's notes.
Changed since Legacy perks as presented: Adventure raises the rate and cap of rested XP; Professions gives more scarce materials; Resourcefulness removes reagent costs from class abilities and tier-1 camping. Points are account-wide and every character gets the same pool. At launch only 16 points can be spent, out of 65 earnable, and a meta track gives cosmetic rewards.
The files Adventure (Well Rested rate and cap), Professions (Bountiful Harvest scarce materials), account-wide points, 16 spendable of 65, and the cosmetic track are all confirmed. But Resourcefulness no longer removes tier-1 camping reagents: build 70009 deleted that clause from Reagent Economy 1225503.

Changed since In Hall of Thanes, mobs gave a level-12 Mage only about 15 XP each. Almost all the XP came from the quest turn-ins at the end. One run with all the quests took Xaryu from about level 12.5 to 14.5, so one run for the quests is good XP but spamming the dungeon is not.

Changed since XP from killing dungeon mobs was brought way down, while dungeon quest XP was made much higher, so a first run is very rewarding but repeat runs are not optimal.
The files The quest side was walked back. The Oct 1 dev notes (build 70170) cut it: 'Dungeon quests now reward 50% less extra experience beyond normal quest values'. They still give a bonus, only half as large. The mob-XP reduction is server-side and can't be checked.

Changed since Dungeon XP comes mostly from quests: a first full run with all quests gives about a level or two, while repeat runs still give some XP but are no longer optimal.

Matches the files The Drowned City is a level 35-40 leveling dungeon. Demo characters are level 38. The streamers played at level 40.

Client: listed in 'Experienced Spelunker' (ach 62032), which the Legacy post describes as 'the final boss in all level 26 to 45 dungeons'; final-boss creature 260274. Its map row is encrypted (by elimination it is map 2970: MapDifficulty 5935/6342, lockout 43, no ContentTuning). Demo/streamer character levels are unverifiable.

Matches the files Legacy Adventure perk: gain a talent point every level starting at level 5 instead of 10 (one rank starts at 9), but you still can't exceed 51 total talent points. So the perk front-loads talents during leveling and gives no extra points at 60.
The files Talented 1225474: 'starting at level 9/8/7/6/5 instead of starting at level 10, but you still may not have more than 51 total talent points.' ERR_LEGACY_WIPE_ERROR_CLASS_POINTS warns that unlearning it can leave a talent-point deficit.
