What the developers said

Blizzard's developers on its podcast, panels and streams, newest first. Each line sums up what they said at that moment, and the badge says how it holds up against the game files.

Partly New-content philosophy: some content is 'expected' (Mount Hyjal and Gilneas are named as places players know about but haven't experienced in this timeline). The team also looks for things that 'surprise and delight' rather than checking off a list.
The files Mount Hyjal is already a launch zone (UiMap 2482). Gilneas is in the client as the 'Battle for Gilneas' BG map 3005. The philosophy is intent.

Matches the files Mount Hyjal is added as a new zone to explore at higher levels.
The files Mount Hyjal: UiMap 2482, Group Finder 1991 55-60, flight nodes Summit of Eternity (559) and Tainted Foothills (3242).
World of Warcraft, Sep 15 at 5:58
Matches the files Mount Hyjal zone explores the aftermath of the Battle for Mount Hyjal, with new factions, allies, enemies and areas.
The files Mount Hyjal (AreaTable 616, renamed from Era's 'Hyjal'; UiMap 2482) has 9 explorable subzones and new reputations Guardians of Hyjal (2765) and Barkskin Burrow (2747). The 'aftermath' framing is narrative.
World of Warcraft, Sep 15 at 14:39
Partly First Forever raid tier: Barrow Deeps (10 players), Mount Hyjal (20 players) and Onyxia (40 players). Tier-set pieces are spread across all three instances (e.g., the tier helm drops in Onyxia), so a full set requires all three group sizes.
The files Sizes confirmed: Barrow Deeps 10, Hyjal Summit 20 (official post), Onyxia 40 (MapDifficulty). Legacy criteria list 13 Hyjal Summit and 8 Barrow Deeps bosses. Where tier pieces drop is server-side.

Matches the files Four new regions at launch: Mount Hyjal, Shendelos (caption spelling), Riverglades, and Zephras Isle.
The files New UiMaps: Mount Hyjal 2482, Riverglades 2548, Shen'dralas 2652, Zephras Isle 2521/2665, plus 'Explore' achievements for Riverglades (62354), Mount Hyjal (62356) and Shen'dralas (63684).
World of Warcraft, Sep 13 at 10:52
Partly Mount Hyjal is a new endgame leveling zone including Darkwhisper Gorge, set after Archimonde's defeat; new stories, rewards, reputations, solo and group content.
The files Mount Hyjal is a 55-60 zone (Group Finder 1991) with new reputations (Guardians of Hyjal 2765, Barkskin Burrow 2747). But Darkwhisper Gorge (2256) is still a Winterspring subzone (parent 618) and is not in 'Explore Mount Hyjal' (62356).

Not in the files The Mount Hyjal fishing spot is at the summit by the World Tree, surrounded by high-level mobs including stealthed panthers that killed VezyRPG. No BoE items were fished there.
The files Fishing spots and mobs are server-side. Mount Hyjal (UiMap 2482) has new subzones, including Summit of Eternity 16849.

Not in the files Low-level beta characters could run around Mount Hyjal and the Riverglades zones.
The files Access during the beta is server-side.
