WoW Forever level cap
WoW Forever's level cap is 60 from launch on Nov 4, and Blizzard says it stays 60, because Forever grows sideways, with new zones, dungeons and Legacy instead of new levels. The beta opened on Sep 17 capped at 20 and rose to 30 with the Oct 1 update. It runs to Oct 21, and beta characters don't carry over. Level 30 is only 12.2% of the XP to 60; you pass halfway at 48.

The road to 60, drawn by XP
Each level is as wide as the XP it costs. Everything the beta lets you play, 1 to 30, fits in the first 12.2%.

When the beta cap went to 30
Players saw it coming. In the last days at 20, many held finished quests in their logs to hand in the moment the cap rose, and some were at 27 or 28 within hours. A day after the raise, one creator's /who count found under a hundred characters at 30 and many more at 27 to 29.
The level 30 build moved Berserker Rage from 32 to 30, so every Warrior at the cap has a fear break. Some things stay just out of reach: Hunter pets can't learn Dash until 32, and several class abilities and ranks sit at 32 and above. The same week, the cut to dungeon quest XP slowed the climb from 20 to 30, which is why the leveling speed page charts every /played time creators showed.

Will the cap ever go above 60?
Not by Blizzard's plan. At BlizzCon its developers said the cap stays at 60 and that they aren't planning level increases that would make what players earned worthless. One of Forever's design pillars is "journey before destination", and new content comes as new zones, dungeons, raids and Legacy, at every level, rather than as new levels on top. Because 60 never moves, a slow player isn't left behind, and a fast one can race to raid.
