Partly Developer: during an internal playtest, players in Elwynn local chat organized campsites by offering a sharpening stone and a fishbowl. The campsite system is driving the intended socializing; players buff up at camps before dungeons.
The files Sharpening Wheel 1307392 and Fish Bowl 1307245 exist as camp features. The anecdote and pre-dungeon behaviour can't be checked.

Partly A new Elwynn elite quest has you kill two elites in a kobold mine. Soloing as a level ~9 Warrior, MadSeason died with the boss at 20% after using every resource; the boss summons adds. The second elite is trivially soloable. The reward is a choice of green weapons.
The files Observed creatures include a new Elwynn elite 'Nimsy' (248464, 'Apprentice Geosculptor', elite) and an elemental 'Rumbler' (248463), which fit an add-summoning kobold-mine boss. The Sept 24 notes say 'Nimsy now respawns more quickly'. Rewards are server-side.

Not in the files A new quest is given by a mouse NPC that wants a cookie. Xaryu found it while traveling around Elwynn and Westfall.
The files NPC and quest are server-side. A new spell 'Critter Cookie' (1270632) exists but has no tooltip.
