Development Notes, October 1
154 notes, each checked against the game files of build 1.60.1.70245. The note is Blizzard's wording; "The files" is what the client data shows. Read the original post.
Bug Fixes
- Not in the files
Improved rain visibility.
The files Rain is a visual effect; no spell, item or zone record we read covers it.
- Not in the files
Removed the ‘Ray Traced Shadows’ option. This setting will be re-added to the game in a future update, after the functionality is fixed.
The files A graphics option. The 70245 interface code still defines the Ray Traced Shadows dropdown (cvar shadowrt) behind a C_VideoOptions check, so whether it shows is decided by the game engine, not by data.

Fixed an issue where the Night Watchman's Torch was causing some unintended lag in certain situations and could not be cancelled.
The files In build 70170 the torch buff (spell 1309410) lost its hidden-aura flag (Attributes_0 0x80), so it now appears on the buff bar where it can be clicked off. The lag fix has no footprint in the data.

The visual size of weapons when held in hand and sheathed on the back has been adjusted across all races to be more consistent.
The files Weapon size in hand and on the back is model and attachment art, which isn't in the tables we read.
Changes and Updates

Players can now level up to a maximum of level 30.
The files The level cap is set by the server; no client table holds it.

New Dungeon - Excavation Site: Wetlands (26-31).
The files The dungeon is in the files (map 2998, dungeon 3274) with content tuning 6874 at level 26 and a group finder entry (1981) for levels 26 to 33, not 26 to 31. It was already in the client before 70170 (its group finder levels changed in 70009), so the opening itself was server-side.

The files Dungeon access and level gates are server rules. The client's entry messages are unchanged Classic Era strings (Uldaman 'at least level 30', Razorfen Downs 'at least level 35') and its group finder still lists them from 37 and 41, so the files show no Forever change for either.

There are now barbershops in Darnassus and Thunder Bluff, all barbershops now have barbers working at them, and city guards will give directions to barbershops.
The files Barbers, their shops and guard directions are NPC and gossip data from the server; no barbershop point or area name exists in the client tables.
Camping
- Matches the files
The Boosted Rest debuff caused by this camp feature now has a different icon intended to make the effect clearer, and the tooltip has been rewritten to be clearer.
The files Build 70170 changed Boosted Rest's icon (file 136090 to 1001982) and rewrote its debuff text to 'You cannot gain more rested experience from a Camp Tent for 1 hour.' (spell 1229451).

Wording on camping features has been adjusted to use the term "mutually exclusive" instead of just "exclusive" to reduce some confusion around functionality.
The files Build 70170 changed 'exclusive with' to 'mutually exclusive with' on 10 camp items (Camp Chair, Enchanted Lute, both Faction Banners, First Aid Kit, Fish Bowl, Incense Candle, Lodestone, Mana Well, Sharpening Wheel). The Mana Well tooltip reads 'muutally exclusive', a typo in the file.

Campfires no longer deal damage to players below level 5, and they deal reduced damage to players with less than 90% health.
The files Campfire damage and its level and health checks are server-side; no campfire spell's damage or level rules changed in 70170.
Items
- Not in the files
Savory Whimsyfin Delight now uses an orc equivalent of the Ninja and Pirate outfits from the Savory Deviate Delight.
Developers' note: The prior transformations were placeholder, but we may reintroduce similar ones in the future!
The files The food's spell (1252576) is a transform aura with no creature set in the file, the same as Savory Deviate Delight (8213), so the server picks the outfit; neither changed in 70170.

When selling to a vendor a BoE item which has an appearance you have not collected, the item will now become soulbound (was Bound to Account).
The files Whether an item binds when sold to a vendor is a server rule; no item field covers it.
Druid
- Not in the files
Bear Form and Dire Bear Form now generate 75% increased Rage when landing a Critical Strike.
The files The 75% isn't in the files. Build 70170 gave Bear Form (Passive) 1178 and Dire Bear Form (Passive) 9635 an auto-attack proc rule (proc type 4, 100%), the same setup as the Warrior's Rule of Rage, but the Rage amount is server-scripted; the effect added to the forms themselves (aura 668) is a tank marker unrelated to Rage.

Fixed a bug causing Swipe to not scale with Attack Power. It will now correctly gain 3% of the Druid's attack power.
Developers' note: The tooltip will not update correctly until a future update.
The files None of the five Bear Swipe ranks (779, 780, 769, 9754, 9908) has an attack power coefficient in 70245 (BonusCoefficientFromAP 0) and none changed in 70170, so the 3% scaling lives on the server; Blizzard said the tooltip would lag behind.

The files In build 70170 Tiger's Fury (5217) went from trainable to never learned (SkillLineAbility AcquireMethod 0 to 3).

All Shapeshift Forms are now IMMUNE to Disarm effects.
Developers' note: This is a gameplay adjustment to match how it felt in original WoW. If a Druid gets disarmed before entering a form, their form will not remove the Disarm effect, and they will also deal reduced damage for the duration of the disarm effect, so disarming a Druid before they shift will result in them dealing reduced damage.
The files Build 70170 added a Disarm immunity (aura 77, mechanic 3 'disarmed') to the passives of Bear, Dire Bear, Cat, Travel, Aquatic and Moonkin Form (1178, 9635, 3025, 5419, 5421, 24905).

Faerie Fire no longer resets your swing timer when used.
The files Build 70170 removed the interrupt row (InterruptFlags 8, the auto-attack flag) from all four Faerie Fire ranks (770, 778, 9749, 9907).
Druid › Feral
- Not in the files
Primal Bite: Threat generated by this ability has been roughly doubled.
The files Threat amounts are server-side. The only 70170 change to Primal Bite (407995) is its tooltip, which now ends 'and generating a high amount of threat'.

The King of the Jungle talent has been removed.
The files King of the Jungle (417046, 3 ranks, Feral row 5 in 70124) is gone in 70170; its talent node (104951) now holds Shifting Power.

Tiger's Fury has been removed.
The files Tiger's Fury (5217) became unlearnable in 70170 (AcquireMethod 0 to 3). It wasn't a Feral talent node in 70124 or now, so this is the trainer spell.

Connected to Shredding Attacks in the 4th row is a new talent - Shifting Power.
The files Shifting Power (1322605) sits in Feral row 4 with Shredding Attacks as its prerequisite (talent node position and link). Shredding Attacks itself moved from row 4 to row 3 in the same build.

Cat Form Only. 16 second cooldown. Costs 55% of Base Mana.
The files Shifting Power requires Cat Form (shapeshift mask 1), has a 16 sec cooldown (RecoveryTime 16000) and costs 55% of base mana (SpellPower PowerCostPct 55).

Instantly convert 55% of Base Mana into 40 Energy. Shifting Power's cost is reduced by effects that reduce the cost of Shapeshifting.
The files Its effect grants 40 Energy (energize, value 40) for 55% of base mana, and Natural Shapeshifter's cost modifier mask (0xE0000000) covers Shifting Power's class flag (0x20000000), so shapeshift cost cuts apply. The site tooltip shows '[unknown value] Mana' because the cost is a percentage.

The 31st talent Sniper Shot now has a 45-yard Range and increases the range of your next 3 shots made within 10 seconds by 10 yards.
The files In 70170 all three Sniper Shot ranks (1310687, 1310785, 1310786) went from 35 to 45 yd range and gained a 10 sec buff adding 10 yd to the range of the next 3 shots (aura 107 value 10, 3 charges). The talent sits in Marksmanship row 7.
Hunter › Survival
- Matches the files
Icon for Predator's Edge changed to be more Vanilla feeling.
The files Build 70170 changed Predator's Edge's icon from file 1376041 to 132147 (spell 1310627).

Deflection's Parry increase changed to 1/2/3/4/5% (Was 2/4/6/8/10%).
The files Build 70170 changed Survival Deflection's (19295) talent curve from 2/4/6/8/10 to 1/2/3/4/5% Parry.
Hunter › Pets
Developers' note: There were some tameable beasts with ranks of pet abilities that were too high level for that creature. They have all been fixed. This could result in a bug where your pet "forgot" the pet ability which should not happen after this fix.

Aggressive Mode has been brought back and can be found under the pet tab in your spell book.
The files Pet stances are pet-bar commands, not spell records, and the /petaggressive command exists in Classic Era's interface code too, so the files can't show it coming back.
Mage
- Matches the files
All Mage scrolls from comprehension have had an additional balance pass and can no longer be cast while moving.
The files Build 70170 added movement-interrupt rules (InterruptFlags 15) to 13 Imbue scroll spells that had none; the other scroll spells already had them. The balance pass shows too: Greater Cryoblast (1302309) dropped from 755 to 400 base damage plus 12 per level, and Rebuke Elemental gained a level 50 target cap.
Mage › Fire

Hot Streak has been renamed to Heating Up, since it is no longer dependent on having a 'streak'.
The files Build 70170 renamed talent 400624 and its buff 400625 from Hot Streak to Heating Up; the tooltip now stacks a 25% Pyroblast cast time cut from non-periodic crits.

The number of charges of Combustion has returned to 3 (was 4).
The files Build 70170 cut Combustion's (11129) charges from 4 to 3; the tooltip says 3 non-periodic critical strikes.

The files Build 70170 changed Redoubt's (20127) talent curve from 6/12/18/24/30 to 4/8/12/16/20% block chance; the tooltip matches.

Holy Shield's chance to Block changed to 30% (was 20%).
The files Build 70170 raised the block chance on all three Holy Shield ranks (20925, 20927, 20928) from 20 to 30 (effect 1 value); the tooltip says 30%.
Paladin › Retribution
Developers' note: Champion of the Light had a tooltip issue saying it increased Healing; it did not. This tooltip has been removed.

Champion of the Light's Intellect to Spell Damage ratio changed to 20/40/60% (Was 33/66/100%).
The files Build 70170 changed Champion of the Light's (1311084) talent curve from 33/66/100 to 20/40/60% of Intellect, removed its second effect and dropped 'and healing' from the tooltip.
Priest

Devouring Plague can now correctly critically strike.
The files Build 70170 added the periodic-can-crit flag (Attributes_8 0x200) to all six Devouring Plague ranks (2944 to 19280).

Fixed an issue where Shadow Word: Death was always benefitting from the Early Demise talent regardless of the target's health %.
The files The health check is server logic. Neither Shadow Word: Death (1309636) nor Early Demise (1310076, 15/30% crit at or below 20% health) changed in 70170.
Priest › Discipline

Inner Focus no longer applies its Critical Strike increase to Periodic Effects.
The files Build 70170 narrowed the spell list of Inner Focus's (14751) crit effect and changed the tooltip to 'if it is a non-periodic spell'.
Priest › Shadow
- Matches the files
Shadow Weaving can no longer fail to apply.
The files Build 70170 added the always-hit flag (Attributes_3 0x40000) to the Shadow Weaving effect (15258), so it can't be resisted.
Rogue
- Not in the files
Fixed an issue where Expose Armor missing would cause you to lose all of your combo points.
The files Combo point loss on a miss is server behavior. Build 70170 did change two flag fields on all five Expose Armor ranks (8647 to 11198: Attributes_1 and Attributes_4), but nothing we can read ties them to combo points.
Rogue › Subtlety

Setup will now only add combo points to your current target if they are the one you dodged or resisted a spell from.
The files The target rule is server-scripted: in 70170 Setup's (13983) effect changed from a proc-trigger aura (42) to a server-script dummy (aura 4), so which target gets the point isn't in the files.
Shaman
- Not in the files
Ghost Wolf should now be more visible while in well-lit areas.
The files A visual change; Ghost Wolf's (2645) spell record didn't change.

Fixed an issue where Disease Cleansing Totem wasn't a 5-minute duration.
The files Build 70170 changed Disease Cleansing Totem's (8170) duration from 2 min to 5 min (SpellMisc DurationIndex 4 to 5); the tooltip says 5 min.

Fixed an issue where Totemic Recall was not restoring Mana.
The files The mana return is computed by the server. Build 70170 added a hidden companion spell also named Totemic Recall (1323420) with a mana energize effect whose amount is 0 in the file; the trained spell (36936) still says 25%.
Warlock
- Matches the files
Drain Soul is now correctly interrupted if the Warlock begins casting another spell.
The files Build 70170 changed the channel interrupt flags on all four Drain Soul ranks (1120, 8288, 8289, 11675) from 97288 to 31756, the value Drain Life, Drain Mana and Mind Flay use.

The Incubus pet model has been replaced with a lower resolution model.
The files Creature model art isn't in the tables we read.

Soul Harvesting has been renamed to Soul Harvest. It now correctly grants its 50/100% increase to Mana regeneration.
The files Build 70170 renamed talent 437032 from Soul Harvesting to Soul Harvest, and its buff (1242853) switched from aura 379 to aura 110 (mana regeneration percent) at 50/100% by rank.
Warlock › Pets

Aggressive Mode is back and can be found under the pet tab in your spell book.
The files Pet stances are pet-bar commands, not spell records, so the files can't show Aggressive mode coming back.
Warrior
- Changed since
Players now generate 75% increased Rage when landing a critical strike with a basic attack.
The files Build 70170 added a Warrior-only passive, Rule of Rage (1322574), that procs on auto attacks, but its value in the file was 10 where the note says 75. The Oct 2 server hotfix (read from the 70245 client cache) set it to 100, matching the 100% note.

Rend and Sunder Armor will now instantly tap enemies to the Warrior.
The files Build 70170 added the taps-immediately flag (Attributes_6 0x800000) to all seven Rend ranks (772 to 11574) and all five Sunder Armor ranks (7386 to 11597).

Fixed a bug that was causing Dual Wield Specialization to grant its increase to Hit Chance to both weapons.
Developers' note: Because of the above bug, our tests needed some correcting, so we did another pass on Fury Warrior.

The files Build 70170 widened Spearing Strike's (1310222) weapon list from two-handers only (subclass mask 1378: two-hand axes, maces, swords, polearms, staves) to one-handers as well (173555), and added a Battle Stance requirement (shapeshift mask 65536).
Warrior › Fury
Developers' note: Our goal here is to give Fury more access to utility and meaningful choices early in the tree for leveling, and free up points later for more choices instead of being stuck placing points into Enrage to get Flurry.

Dual Wield Specialization no longer provides a 20/40/60/80/100% increase to your Off-Hand weapon's Rage generation.
The files Build 70170 removed it (the 'off-hand Rage generation' effect on its 20/40/60/80/100 curve 111755). The Oct 2 server hotfix (read from the 70245 client cache) brought it back at half strength: the tooltip again says 'the Rage generated by your off-hand attacks' and curve 111755 now reads 10/20/30/40/50.

Fixed an issue with Unbridled Rage having a lower proc chance than intended.
The files No spell or talent named Unbridled Rage exists in the files. Unbridled Wrath (12322) fits the fix: in 70170 its aura proc chance went from 60% to 100%, so the 12/24/36/48/60% talent chance is no longer cut further.

Booming Voice is now a 10/20/30/40/50% increase area of effect to your Shouts and a 5/10/15/20/25% reduction to their Rage costs.

User Interface

On the character sheet, when mousing over Spell Damage and Spell Healing, it is now explained that spells cast using spell ranks vastly below your current level receive less benefit from your Spell Damage and Spell Healing and have a reduced chance to activate your Class abilities and Talents. (examples: Frostbite and Omen of Clarity)
Developers' note: Another example of this reduction in activation chance -- Using a Rank 1 Frostbolt at level 60 will result in a 0% chance to get a Frostbite activation. So you now are making a decision between getting a slow off quickly, or using a spell that can potentially get a Frostbite activation, instead of getting both.
