Does WoW Forever have dual spec? Yes, from level 40
WoW Forever has dual spec: Blizzard opens a second talent spec at level 40, and you change talents at a class trainer in a capital city. Switching takes a 5-second cast. What the game files show, and what isn't set yet.

Yes. WoW Forever has dual spec, and it opens at level 40. Every one of Blizzard’s class deep dives, from Sep 30 to Oct 15, says the same thing: “Dual Specialization also becomes available at level 40”. You keep two sets of talents and switch between them, so a Warrior can level as Protection for dungeons and keep Arms for questing, or a Priest can hold a healing spec and a Shadow one.
Level 40, or maybe 30
40 is what Blizzard has written. On the official podcast, Josh Greenfield said the team was still talking about where it should sit, and floated 30. ▶ 45:22 The Paladin deep dive came out a week after that episode and still says 40, so plan for 40 and treat 30 as a maybe. What the game files show
The WoW Forever client, beta build 1.60.1.70532, has the three spells dual spec runs on:

They’re the same three spells Classic Era’s client already carries, and the addon API has the matching calls to read and set the active spec. The level, the price and where you learn it are decided by the server, so the files can’t tell us those.
Where you change talents
At a class trainer in one of the major cities, Legacy talents included, as Blizzard’s deep dives say. That’s a change from Classic, where any of your class’s trainers could reset you. With dual spec you set each spec once at the trainer, then switch between them anywhere with the 5-second cast.
What it costs
Not known yet. The price isn’t in the game files, and Blizzard hasn’t named one. What we do know is from the beta: the Development Notes of Oct 1 set a talent reset to 1 silver “temporary for the Beta only”, with later resets costing much more until an hour had passed. Expect live prices to be higher.
