    Magistrate Sevren is indoors, in the Brill town hall.

    You need Graverobbers done first.

  2. Hand it in

    Bethor Iceshard in Undercity (84.1, 17.4)

    Undercity is down the lifts in the Ruins of Lordaeron. A sewer tunnel also links it to Tirisfal.
