Downranking in WoW Forever costs spell power and procs at 60, and early ranks scale better
Since Oct 1, spell ranks far below your level get less from spell power and rarely trigger talents like Frostbite. Forever's files also drop Classic's level 20 penalty, so early ranks scale better while you level.
Downranking means casting a lower rank of a spell on purpose: a cheap rank 1 Frostbolt for its slow, a small heal that won’t overheal. Forever changed it twice. Blizzard’s Oct 1 notes made ranks far below your level weaker at high level, and Forever’s files quietly removed the penalty Classic put on every spell you learn before level 20. One change hurts the level 60 tricks; the other helps you while you level.
What Blizzard changed on Oct 1
Since the Oct 1 beta build, a spell cast with a rank far below your current level gets less from your Spell Damage and Spell Healing, and has a lower chance to trigger class abilities and talents. Blizzard named Frostbite and Omen of Clarity as examples, and gave the extreme case in its notes: a rank 1 Frostbolt at level 60 has a 0% chance to trigger Frostbite.
The character sheet says so too. Hover over Spell Damage or Spell Healing and Forever’s tooltip ends with a line Classic Era’s doesn’t have, “Spell ranks far below your current level benefit less” from it.
Blizzard’s Oct 7 Mage deep dive gives the reason. Gold farmers used to “fish” for
Arcane Concentration procs with cheap
low-rank spells, so the trigger chance now drops when a Mage casts a much lower rank. The same reduction covers talents
across many classes, and Blizzard says to expect it on any talent that triggers a free effect.
The level 20 penalty is gone
Classic cut the spell power bonus of every spell learned before level 20, more the earlier the rank. Rank 1
Fireball got only 12% of your spell damage, where its cast time alone would give it 43%. Forever’s files drop
that cut, so an early rank gets the share its cast time gives it, as the later ranks do.
| Spell | Rank | Learned at | Classic Era | Forever |
|---|---|---|---|---|
| Fireball | 1 | 1 | 0.123 | 0.429 |
| Fireball | 3 | 12 | 0.500 | 0.714 |
| Frostbolt | 1 | 4 | 0.163 | 0.407 |
| Shadow Bolt | 1 | 1 | 0.140 | 0.486 |
| Smite | 1 | 1 | 0.123 | 0.429 |
| Lesser Heal | 3 | 10 | 0.446 | 0.714 |
| Healing Wave | 1 | 1 | 0.123 | 0.429 |
| Healing Touch | 2 | 8 | 0.314 | 0.571 |
| Wrath | 1 | 1 | 0.123 | 0.429 |
| Immolate | 1 | 1 | 0.058 | 0.200 |
The numbers are the share of your spell damage or healing each rank adds, read from the spell data of build 70338 and Classic Era 1.15.9. Past level 20, the two agree.
It matters more in Forever than it would have in Classic, because spell power turns up early: Tailoring makes cloth with spell power from the first levels. On the ranks you cast while leveling, a caster in that gear now gets two to three and a half times as much of it as Classic gave.
What it costs at high level
The new penalty is aimed at old habits that only work once you’re well past a spell’s level.
- Mage slows and procs. A rank 1
Frostbolt for a cheap slow no longer triggers
Frostbite at 60.
Venruki expects it to stop Fingers of Frost too, and Ziqo says rank 1 Arcane Explosion no longer gives Clearcasting.
Xaryu and Venruki call it the biggest PvP Mage nerf they can imagine. - AoE leveling. Fishing for procs with low-rank Arcane Explosion or Blizzard stops paying.
- Healers. A low-rank heal still saves mana. Once you’re far above its level, though, it takes a smaller share of your Spell Healing than it did when you learned it.
The notes only name the spell power bonus and the trigger chance. A rank’s own base damage or healing goes unmentioned, and so does its mana cost, which suggests a cheap rank still does what its tooltip says before your gear adds anything.
Every rank of every spell, with the level it’s learned at, is on its spell page, and each class’s leveling guide lists the ranks its trainer teaches on the way to 60.
