How to do it

The quest log Take the Index Esoteria to the Overlook Standing Stones in Shen'dar Highlands and use it on the Windstone Formations in the area to gather data.

   Targets: Windshaper Guardian and Windshaper Elementalist

   Use the Index Esoteria beside each Windstone Formation, the large crystals at the stones.

   The stones' east side is a long drop to the river. Leave by the south-west slope you came up.

The quest text

Fillion was sent to the Overlook Standing Stones with a special device used to measure and study the elemental energy there. Take this--an Index Esoteria--and use it to extract data from the massive windstone formations that form there. Be on your guard however, as the Windshapers are likely to be jealously guarding this site now. Should any attempt to obstruct you, well... do what you need to do. I have no more patience for their interference.
