Wrath base damage increased ~50%.
The files Build 70009 raised base damage on all 8 Wrath ranks by about 50%: rank 1 went from 10 to 15, rank 8 from 61 to 91, and damage per level rose by the same share (spell effect values).

Wrath: Significantly redesigned to be a much cheaper Mana cost, but damage also lower significantly to match.
The files Wrath rank 8 costs 120 mana (Classic 180) and deals 92 to 102 at level 60 (Classic 249 to 277); rank 1 went from 20 to 10 mana.

Omen of Clarity: Now baseline to the entire class, learned at level 20. Additionally, the Clearcasting effect is never consumed by Wrath (because Wrath’s Mana cost is so low).
The files Omen of Clarity (16864) is a Druid spell at level 20 (Classic: Balance row 3 talent). Its tooltip says Clearcasting is not consumed by Wrath or by spells that cost nothing.

Improved Wrath: This talent now also reduces the Mana cost of Wrath.
The files Improved Wrath (16814) has a new effect that cuts Wrath's mana cost by 10/20/30/40/50%, next to the 0.1 to 0.5 sec cast time cut (talent curves).
